The Roxy Theatre was built for the Riverina community of Leeton, NSW in 1930. With a predominantly Art Deco style, it is the jewel in the crown of this town’s architectural heritage.

When the local council began restoring and upgrading the building in 2023, the builder that was initially engaged entered administration and put the project in a precarious position.

A unique approach would be needed to ensure the project was delivered for the council and community.

Client Requirements

  • Value for money – previous builder & specialist subcontractor had entered administration and left the client with a reduced budget to deliver the stakeholder’s vision.

  • Adaptive design to achieve best outcome within the construction budget.

  • Financial Transparency - Local Council required full visibility of budget management & procurement of new subcontractors.

  • Heritage conservation – cultural and architectural landmark building. The Roxy holds significant value within the community.

  • Upgrade of theatre facilities to International standards of technology. Vision to attract quality touring groups, local community events and cater for larger numbers of patrons.

Delivered Solution

  • Builder engaged via Early Contractor Involvement (ECI) to work with the Client to source tender pricing and develop a new construction budget. Tenders were assessed by an independent quantity surveyor (QS) as a secondary validation.

  • Design & Construct (D&C) Subcontracts – Builder & Client worked together with specialist subcontractors to develop works packages that provided best value for a fixed lump sum.

  • Project Financial Reports were prepared and presented to Local Council on a regular basis. All stakeholders were able to contribute to risk management.

  • Heritage Architect visited site regularly to discuss construction details and consult on conservation strategies
